converts a number of 'simple string lookup tables' into NVP tables.
These NVP tables will be used by various commands coming in the next patch.

By default: the output is to STDIO as previous.

- Now JIM's "stdin/stdout/stderr" paramters are "void *"
and are no longer "FILE *".
