documentation/poky-ref-manual/development.xml: Edits for Eclipse and Anjuta
I commented out a large section of the chapter, which went into detail on how to locate, install, configure, and use the Yocto Ecliple plug-in. This information is redundant in this book and is better explained in the ADT Manual. I am referencing the information from this chapter now.
