Various siteinfo files: Consolidate ac_cv_func_getaddrinfo
This is a libc feature, move there. Drop the ipsec-tools specific
test as ipsec-tools (a) assumes fine on cross-compile and (b) doesn't
support buggy getaddrinfo now.
